Kerala Police THUNA portal: FIR download, no-offence certificate and complaint status online
You do not always need to visit the police station for paperwork. THUNA (thuna.keralapolice.gov.in) is the Kerala Police citizen service portal. Its home page lists online complaints, FIR download, a Certificate of Non-involvement in Offences, an accident general diary, mike requests and a request status check. We opened the portal on 30 October 2026 and read the services as listed. We did not log in or submit anything.
What THUNA lists
- Service requests: Complaint; Certificate of Non-involvement in Offences; General Diary of Accidents; Mike Request; First Information Reports.
- Without an account: top menu links for FIR Download, Arrest Search, Application Status, Grievances Redressal and Passport Application Status.
- Other tiles on the home page: PCC, Online Payment, Status Check, QR Verification and SMS Alerts.
- Vehicle NOC: the portal links to a separate Digital Police vehicle NOC portal.
- Mobile app: Kerala Police POL-APP, described on the portal as having 27 services.
- Help: helpline 9497900567, email supporticops.pol@kerala.gov.in (both as shown on the portal).

No-offence certificate (formerly called PCC)
Per the Kerala Police guidelines page, the police clearance certificate for use inside India is now issued as a Certificate of Non-involvement in Offences (NIO), following Department Circular 15/2022/PHQ dated 13 May 2022. You can apply online through THUNA or POL-APP, or offline at the district police office or police station.
- Documents: your photo; one address proof (ration card, voter ID, SSLC book, Aadhaar or passport); one ID proof (government ID card, Aadhaar, voter ID, driving licence or passport); and a copy of the letter or advertisement showing why you need the certificate.
- Fee: the guidelines page states Rs 700, subject to government orders issued from time to time. Online applications must pay online; offline applicants pay at the treasury and submit the challan.
- Out of Kerala: if both your addresses are outside Kerala, give your last residence in Kerala.
How to start
- Open thuna.keralapolice.gov.in and choose Create Account (or Login).
- Pick the service you need and fill in the details. Keep the documents above ready as scans.
- Note the reference number, then track it under Application Status.
We did not test account creation, login, payment or the FIR search itself, so check the steps on the portal's own "How to apply" links before you start. Anything urgent or an emergency: call the police directly.
