Kerala OEC outside-state scholarship: 30 November notice, current entry unverified
Scoped recheck 24 October 2026: separated OEC no-income-limit wording from the annexure's ₹6 lakh ceiling for 30 OBC(H) communities. Current fetched announcement retains 30 November, but actual homepage/Settings Notice Boards were empty and login/registration entry was not exposed. Full current notification and institution list not recovered. Old application screenshots removed so they cannot imply current access. No account or application tested.
The fetched official e-Grantz announcement names 30 November 2026 for OEC/OBC(H) post-matric students in institutions of national importance outside Kerala. However, the actual public homepage and Settings page showed an empty Notice Board on 24 October, with no working registration/login entry exposed there. We could not verify an open application route or recover the full cycle-specific notification. Confirm the route and your institution with BCDD before uploading records; do not treat the displayed deadline as proof that applications can currently be submitted.
What is it?
The OEC Post-Matric Educational Assistance scheme gives educational scholarship to OEC (Other Eligible Communities) students from Kerala. The Backward Classes Development Department (BCDD) page says it covers OEC post-matric students in the state and those who got admission to courses outside the state, including allotment from central agencies. The scheme covers lump sum grant, monthly stipend and legitimate fees for students from +2 to PhD.
The e-Grantz notice (in Malayalam) invites applications from OEC and OBC(H) post-matric students studying in institutions of national importance outside the state. The last date is 30.11.2026.
Who can apply?
- The student must be in the Kerala State OEC list and have got admission through merit or reservation (BCDD page).
- The BCDD general scheme page says no income limit for OEC students. Do not apply that statement to every OBC(H) applicant: Annexure 1 in the linked e-Grantz document lists 30 OBC(H) communities with an annual family-income ceiling of ₹6 lakh under G.O.(Ms)10/2014/BCDD dated 23 May 2014. Confirm the current cycle-specific conditions with BCDD.
- The student studies from +2 to PhD level, in a course covered by the scheme.
- For the outside-state notice, the institution must be one of national importance, not simply any college outside Kerala. The full current institution list was not recovered in this recheck.
The BCDD page also says to apply within two months after admission. The fetched 2026-27 announcement says 30 November 2026; the full current notification and entry remain unverified. Confirm the route promptly rather than waiting for the last day.
Application route: current limitation
On 24 October, the actual public homepage and Settings page loaded, but their Notice Board was empty and the LOGIN navigation pointed to a missing page section. The earlier 19 October screenshots are not evidence that registration or submission is open now. We removed them from this current route guide.
- Start at the official e-Grantz portal and ask your institution or BCDD to confirm the current outside-state scheme route, institution eligibility, documents and processing timetable. Do not use an unofficial substitute link if a button is missing.
- The portal's general description says students first register their name, address, date of birth, gender, mobile number, bank details and Aadhaar, then use that registration for schemes. It also says institutions can enter applications if students cannot apply themselves. These are general instructions, not a tested current outside-state form.
- The visible "How to get your OTR No" link opens an NSP video. Do not assume this is the local e-Grantz One Time Registration form or a substitute for the scheme's confirmed route.
- Once the correct official route is confirmed, check the current document list before uploading identity, community, income, bank or admission records. Keep an application reference after any successful submission. No registration, consent, login, tracking lookup, upload or submission was tested in this recheck.
- The general portal says assistance reaches the student's bank account through DBT. Confirm the scheme's bank/Aadhaar requirements with the institution before changing records. No account or uploaded-record deletion route was verified.
Video guides
We searched YouTube on 19 October 2026 for a step-by-step application video for the OEC Post-Matric (outside Kerala) scheme on the current e-Grantz 3.0 portal in English and in Malayalam. We could not verify one that matches this scheme and the current portal, so we are not linking any rather than risk outdated or unrelated instructions.
Cost, eligibility and limits
| Cost | The BCDD general OEC page says applications can be registered through Akshaya Centres without payment. A current outside-state checkout/application was not tested. |
|---|---|
| Who | OEC (and OBC(H) in the outside-state notice) students from Kerala. |
| Benefit | Lump sum grant, monthly stipend and legitimate fees, per the BCDD page. The linked e-Grantz document contains Annexure 1 community/income lists and Annexure 2 fee ceilings. It is not the full 2026-27 notification or a guarantee that every listed fee is reimbursed. Do not apply general OEC stipend rates to this outside-state cycle without confirmation. |
| Last date | 30 November 2026 in fetched e-Grantz announcement text; actual entry not verified. |
| Helpline | BCDD: 0471 2727378, bcddkerala@gmail.com (from the BCDD site). |
AiCoN check
The public announcement text, BCDD general scheme pages and the two-page annexure were compared on 24 October. The actual browser did not expose the announcement or application controls, so the current full notification, institution list and submission route remain unverified. BCDD's general OEC page names SC Development Department as implementing agency; the outside-state announcement names BCDD. These sources have different scope. Ask BCDD which office handles your outside-state case rather than treating a general scheme page as the complete current notification.
Stay safe
- Apply only on egrantz.kerala.gov.in. No agent can speed it up.
- Do not pay anyone to fill the form.
